Free Government iPhone in California

California stacks its own $19/month LifeLine discount on top of the federal $9.25 — up to $28.25/month combined. That extra state benefit is why Californians get some of the best free-iPhone offers in America.

⚡ Quick answer

Californians can get up to $28.25/month in combined discounts — $19 from California LifeLine (state program, run by the CPUC) plus $9.25 from federal Lifeline (FCC). Since February 1, 2026, new applicants must enroll in each program separately to receive the full amount. Either discount alone can already make your phone + plan $0.

Why California Gets More: The $28.25 Stack

Two programs, not one

California LifeLine vs Federal Lifeline

State program

California LifeLine

Run by the CPUC (California Public Utilities Commission) — not the federal government. Worth up to $19/month toward phone service. Apply at californialifeline.com or call 1-877-858-7463.

Federal program

Federal Lifeline

Run by the FCC (via USAC). Worth $9.25/month ($34.25 on Tribal lands). Apply at the National Verifier: lifelinesupport.org.

📢

Important 2026 change: since February 1, 2026, California and federal Lifeline require two separate enrollments. New applicants must complete both to get the full $28.25. Already enrolled in both? You keep your discounts until renewal — then renew each program separately. Enrolling twice doesn’t reduce benefits; it protects the full amount.

California questions

California FAQs

How much is the California LifeLine discount in 2026?
Up to $19/month toward phone service from the state program, plus up to $9.25/month from federal Lifeline — a combined $28.25/month for households enrolled in both (per the CPUC).
Do I really have to apply twice?
If you’re a new applicant since February 1, 2026, yes — California LifeLine and federal Lifeline now require separate enrollments. Complete both to receive the full $28.25. Existing dual-enrolled customers keep benefits until their renewal, then renew each separately.
Can the federal government end California LifeLine?
No. California LifeLine is run by the CPUC — a state agency. Per the CPUC, the FCC does not administer it and cannot eliminate or change it.
Can I get a free iPhone (not just a discount) in California?
Yes. The stacked $28.25/month discounts let participating providers offer a free iPhone with a $0 monthly plan — the discount covers the cost. Apply to both programs, then enroll with a provider.
What programs qualify me in California?
CalFresh (SNAP), Medi-Cal (Medicaid), SSI, LIHEAP, Veterans Pension/Survivors Benefit, and other CPUC-listed programs — or the income path under California LifeLine guidelines.
What is the California LifeLine broadband pilot?
A 3-year pilot launched January 2026 offering up to $20/month off home broadband. Note: one discounted service per household — you choose either the broadband pilot or the phone discount, not both.
Where do I apply for California LifeLine?
At californialifeline.com (Provider Search by ZIP) or by calling 1-877-858-7463. For the federal $9.25 portion, apply separately at lifelinesupport.org.
