Free Government iPhone in California
California stacks its own $19/month LifeLine discount on top of the federal $9.25 — up to $28.25/month combined. That extra state benefit is why Californians get some of the best free-iPhone offers in America.
Californians can get up to $28.25/month in combined discounts — $19 from California LifeLine (state program, run by the CPUC) plus $9.25 from federal Lifeline (FCC). Since February 1, 2026, new applicants must enroll in each program separately to receive the full amount. Either discount alone can already make your phone + plan $0.
Why California Gets More: The $28.25 Stack
Most states get only the federal $9.25. California adds its own state discount on top — nearly 3× the benefit.
Figures per the California Public Utilities Commission (CPUC). Providers use the stacked discounts to offer $0 phones with $0 monthly plans.
California LifeLine vs Federal Lifeline
California LifeLine
Run by the CPUC (California Public Utilities Commission) — not the federal government. Worth up to $19/month toward phone service. Apply at californialifeline.com or call 1-877-858-7463.
Federal Lifeline
Run by the FCC (via USAC). Worth $9.25/month ($34.25 on Tribal lands). Apply at the National Verifier: lifelinesupport.org.
Important 2026 change: since February 1, 2026, California and federal Lifeline require two separate enrollments. New applicants must complete both to get the full $28.25. Already enrolled in both? You keep your discounts until renewal — then renew each program separately. Enrolling twice doesn’t reduce benefits; it protects the full amount.
California Enrollment Checklist
Because there are two programs, there are two enrollments. Track both here so you don’t leave $19/month on the table.
